Abstract

The majority (81%) of the 58 accidents investigated, involving vehicles parked on highway shoulders, happened on Interstate highways. Negligent and non-emergency parking of vehicles, were contributing factors in 21%. Drivers dozing at the wheel was the primary cause. 95% of these accidents were rear-end type collisions.
