Abstract

Suggestions which are considered are based on one of two related propositions. First, that by paying more attention to either vehicle or driver characteristics, insurers can exert a greater beneficial influence towards safer design or maintenance, or towards safer driver behaviour; and, secondly, that financial sanctions operated by insurers could influence these driver or vehicle owners who ignore considerations of personal safety.
