Abstract

This report outlines a process for community consultation and specific techniques to assess community needs and priorities, including affordability and trade offs, and methodologies for defining levels of service criteria for road serving a range of community functions. The level of service framework covers maintenance and improvement intervention criteria for the road asset including pavement and surfacing, structures, signs, electrical inventory, vegetation etc and addresses the whole type of roads from rural to state and local.
