Abstract

Institutional and organizational structures have affected the launch of different ITS programs, the forms they have taken, and the limits on their scope. New organizations like IVHS AMERICA, ERTICO, and VICS have reduced the difference between existing structures and the needs of development. Analysis of the design and evolution of these frameworks offers lessons about the programs. (A)
