Composite ETC application solution for electronic payment in highway network of China.

Abstract

Based on the analysis of current application situation and potential development room of toll collection technology in highway network, this paper discusses shortages of one-piece electronic toll collection (ETC) technology in large-scale closed toll collection system. Then it presents one solution of composite ETC scheme to extend electronic payment service by adopting the combination technique of two-piece ETC tag and dual interface IC card. The solution providing noticeable compatibility between MTC system and ETC system is especially suitable for China's application because advantages of both systems are kept. Related standards and technical specifications of the scheme are introduced at the same time. Situations of demo project and market opportunities of practical projects are also briefly given. In conclusion, for OBU, a two-piece tag with smartcard is preferred. ETC systems are designed for low-speed operations to implement electronic purse transactions. Low cost of the OBU is one of the most important system parameter; other important factors are the expandability in road network and the capability to coexist with MTC system based on IC card technology.
