Abstract

In 1995, the Wisconsin Department of Transportation (WisDOT) initiated the Traffic Incident Management (TIME) Program to improve the safety and efficiency of the freeway system in Wisconsin. This program was also to emphasize the importance of incident management in overall system operations. Not only did the TIME Program quickly become the institutional and operational complement to the state's intelligent transportation system (ITS) deployment and infrastructure, it also became the basis for on-going and emerging initiatives involving Emergency Transportation Operations (ETO). This paper describes the process used to develop TIME as an on-going, sustainedincident management program and how the program evolved into serving as afoundation for dealing with a wide range of emergencies. The paper also points out lessons learned throughout the fourteen year tenure of the program.
