Abstract

The paper presents a rigorous optimisation procedure for determination of delay minimizing offsets in road-traffic networks controlled by fixed-time signals. Total delay time to traffic, on each link of the network, is assumed to be a known function of the difference between signal settings at the terminals of the link. Evaluation of offsets is effected by computer-aided multistage minimization of the objective function, based on a Generalized Combination Method.
