Abstract

Concessionary fares schemes enable pensioners to travel free or at a reduced rate on public transport in the majority of local authorities in the uk. This report uses data from the 1978/9 national travel survey to examine the distribution of pensioners with concessionary travel on public transport, and the effects of concessions upon travel patterns. Particular attention is paid to estimating the extent to which different types of concession generate additional bus journeys that would not have been made if pensioners had to pay the full fare.
