Abstract

Fundamental change in railways can be facilitated by introducing private sector practices. This paper shares the South African experiences in implementing rail concessions, and suggests focus areas for inclusion in a rail restructuring strategy. (A) The French title of the paper is: "L'accord de concessions dans les services de chemin de fer en Afrique du Sud fait partie intégrale de la politique du système afin de relancer les options du chemin de fer".
