Abstract

The key point of the paper is the improvement of public transport with a lower financial aid of the government by an increase of competition in public transport (public tender) and decentralisation of the management (in transport regions). In many papers competition and decentralisation are discussed and how these can be realised, but these are not discussed in terms of efficiency. Therefore the market ratio is the starting point of this paper.
