Abstract

The different transport modes complete each other, but also compete each other. If in a city with a high density everyone rides on a bike and then suddenly for everyone a car is available, there will be an enormous congestion. This gives the paradox. While the personal possibilities have become greater, everyone is decreased in his possibilities . How can this be explained? At least the old situation can be arranged again, but then strong regulations are wanted.
