Abstract

La synthèse réalisée est destinée a mieux évaluer les enjeux d'une politique commune d'instauration a 0,5 g/l du taux d alcool autorise dans le sang et a proposer une structure d'analyse de la prévention de la conduite sous influence de l'alcool. Ce document s'inspire des travaux des structures suivantes et les prolonge sous la forme d'un outil méthodologique: l'ICADTS, International Council on Alcohol, Drugs and Traffic Safety, pôle de référence sur les recherches dans le domaine de l'alcool, organise depuis 1950 des conférences internationales et régionales et en diffuse les travaux. Le consortium SARTRE, au début des années 90, a élaboré une methode commune d'appréhension des attitudes sociales devant le risque routier (SARTRE 1 1991/92 suivi de SARTRE 2 1996/97 et bientôt SARTRE 3). L'ETSC, European Transport Safety Council, a organisé son premier symposium "Reducing Alcohol Related Crashes, the role of the European Union 1995", en vue d'appliquer ces connaissances à l'amélioration des politiques. English abstract: Applying to relate various data sources of consumption and road behaviours, on the basis of the contributions of researchers from these various networks, the authors tried to describe the relevance of the phenomenon and its variations in Europe. The synthesis achieved is intended better to assess the stakes of a common policy to set at 0.5 g/l the authorised blood alcohol concentration and to propose an analysis structure of the prevention of driving under the influence of alcohol. This document takes into account the works achieved within the research networks presented below: (i) since 1950, ICADTS, the International Committee on Alcohol, Drugs and Traffic Safety, a landmark in the field of alcohol, organised regular international and regional conferences and published their proceedings; (ii) in the beginning of the 90s the SARTRE Consortium has developed a common method dealing with the social attitudes towards road risk (SARTRE 1 1991/92, followed by SARTRE 2, 1996/97 and soon SARTRE 3); (iii) ETSC, the European Transport Safety Council, organised its first symposium "Reducing alcohol-related crashes : the role of the European Union" (ETSC, 1995) in order to apply this knowledge for better policies.
