Abstract

The determining of the effectiveness of measures to improve traffic safety is rather difficult on the hand of available accident data because (1) on a certain place few accidents occur (2) the registration of accidents is not complete or (3) mostly no causes of the accident are known. The conflict techniques can solve these problems, because the traffic behaviour just before the conflict is taken into account in the observation.
