Abstract

The increasing congestion in traffic and the over occupied public transport during peak hours need a reconsideration of the traffic and transport policy. The construction of new tunnels or new railway-lines do not solve the problems. A tax for decreasing private transport and a system for extra budgeting the public transport is discussed.
