Consistent performance and outcome measures for speed enforcement : the road to reduced road trauma.

Abstract

Austroads funded an investigation of speed enforcement practices in Australasia, with a major output being the development of consistent performance and outcome measures. This paper discusses in detail those measures developed, and their potential for providing a useful tool for police in Western Australia to maximise reductions in road trauma as a result of enforcement activity. In essence enforcement intensities are monitored relative to exposure related bases and effects. In that way the dose-response relationship can be determined and allow comparison of performance between different regions, different roads and the state as a whole. The key elements of the proposed framework are: Exposure categories: registered vehicle, population and kilometres travelled in an area; Road Type: urban, rural centre, inter tural and outback - with road functionality considered also; Police Activity, and Type: speed camera and non-camera activity; Outcome Measures: covert speed monitoring (non-enforcement) and road trauma. Through coding of the network, and measures of activity and outcomes on each of these road types, over time it will be possible to gain a picture of dose response relationships. On establishment of these consistent performance and outcome measures the police service will be able to determine the effectiveness of their activity in reducing vehicle speeds, and provide indications on the relationship between speeding and road trauma.
