Abstract

The United Nations Economic Commission for Europe (UNECE) and its member countries have, over the years, concentrated a lot of efforts to design and constantly up-date the international legal architecture for road safety, to promote the implementation of the legal instruments and to facilitate the exchange of best practices, mainly through the Road Safety Forum, i.e. the Working Party on Road Traffic Safety (WP.1). This document contains a complete revision of the Consolidated Resolution on Road Traffic (R.E.1), the latest version of which dated from 6 January 1998 and bore the symbol TRANS/SC.1/294/Rev.5. This new version is the fruit of collective efforts carried out by the Working Party on Road Traffic Safety (WP.1) of the United Nations Economic Commission for Europe (UNECE). This Resolution is aimed at supplementing the Convention on Road Traffic, 1968, and the European Agreement of 1971. It addresses subjects not covered therein, or in any detail, and supplements some provisions with the aim of highlighting best practices in road safety intervention. The objective of WP.1 has been to create a reference tool which presents guidance for countries on the improvement of road safety and a framework which will allow greater harmonization of regulations on a voluntary basis at the international level. The Resolution contributes to road safety by encouraging safer operation and use of the road traffic system across borders. In this context, WP.1 considers this document to be a contribution by UNECE to improving road safety worldwide which also complements the activities of its global partners, thus providing a response to the objectives set by the United Nations General Assembly in its resolutions 60/5 of 26 October 2005 and 62/244 of 31 March 2008 on improving global road safety. It is hoped that Governments will implement the regulatory framework and guidance contained in this Consolidated Resolution. (Author/publisher)
