This report is a consultation document on the UK Government's review, to consider whether a more integrated or unified approach to transport safety across modes would be more effective, produce a safer travelling environment, and produce value for money. The review is intended to take a strategic look at the arrangements for transport safety, allowing for likely changes in external factors such as development in the European Union (EU) in the next few years. It concerns the principles that should govern the organisation of transport safety, and about whether the present arrangement might lead to serious conflicts of interest. Issues, for which proposals are made and views are requested, are: (1) an independent cross-modal transport safety regulatory body; (2) an independent cross-modal transport accident regulatory body; (3) standard setting and enforcement; (4) transport industry sponsorship and safety; (5) road safety; (6) personal security; and (7) accident inquiries and legal proceedings. The first annex presents transport safety arrangements, and UK accident statistics of passenger fatalities and serious injuries, for different transport modes, and discusses accident investigations. The second annex reports on cross-modal transport safety and accident investigation overseas. The closing date for responses was 1 June 1999.
