Abstract

It is impossible to plan and carry out interventions aimed at increasing the capacity of extra- urban networks only for the purpose of coping with traffic volumes occurring during peak periods of quite short duration. The solution rather lies in regulation measures which upgrade the service standards offered, without entailing major economic outlay.
