This study examines the administrative processes that led to the implementation of road safety measures in Dutch Regional Traffic and Transport Plans. The design of the study is a multiple case study in six regions in the Netherlands. The road safety policy is evaluated by looking at the effectiveness, the efficiency, and the level of ambition of the measures. The study concludes that involving many parties in the decision-making process and entering into early negotiation with opponents of measures is associated with a decisive policy.
