Abstract

This working paper has been prepared by the NRTC to explain the process used to develop charges for heavy vehicles (vehicles of more than 4.5 tonnes gross vehicle mass) and the principles underlying that process. It describes the cost allocation and charging process, states the key assumptions and estimates, and identifies changes made by NRTC and the reasons for the changes. Chapter 2 contains a discussion of the basic principles of pricing for road use. The Charging Principles contained in the Heavy Vehicles Agreement are summarised in Chapter 3. Chapter 4 is an explanation of the process of generating road user charges for heavy vehicles using the NRTC Model.
