Abstract

This paper emphasizes that adequate fixed lighting alone, without headlights, provides the much needed superiority for a safer, more convenient and pleasant driving environment. Operational cost data which should be taken into account when dealing with the economics of night visibility on urban roadways are also presented. A table of pedestrian recognition distances is included.
