Abstract

Road accident prevention activities are extensive and diverse, absorbing substantial resources ranging from government expenditures on preparation of the road system to individuals' expenditures of time and effort in acquiring driving skills. Whether such resources are substantial enough should be assessed based on systematic consideration of the costs and effectiveness of the existing activities, and of other opportunities for successful programmes, in a management decision-making process which allows resources to be diverted to their most efficient use.
