Abstract

Cost benefit analyses can be of assistance to the decision maker when uncertainties as to course of action exist-particularly uncertainties related to priorities, or to the efficiencies or to the economic aspects of alternatives. But within the process itself, one must recognise that uncertainties are present too. The process is not precise in spite of its quantitative quality.
