Costs and benefits of interoperability of EFC systems for motorway tolling : the CARDME case studies.

Abstract

Interoperability of automatic fee collection systems in Europe is the main objective of CARDME (Concerted Action for Research on Demand Management in Europe). The EU member states are in different stages in deploying Electronic Fee Collection (EFC) systems. In addition, different systems and technologies such as multilane and monolane tolling based on high and low functional On-Board Units (OBU) are implemented or considered by member states. CARDME undertook case studies involving several member states (as well as Norway and Switzerland) to accomplish the following main objectives: (1) consider different scenarios to achieve interoperability; (2) estimate costs and benefits to achieve interoperability based on defined scenarios; (3) identify problems and constraints to achieve interoperability; and (4) consider solutions and procedures to overcome these problems and constraints. Three case studies were selected to achieve these objectives. These are the Nordic case study, Austria-Italy-Switzerland and United Kingdom-France involving seven EU member states, Norway and Switzerland.
