Abstract

Public transport policy should be central to creating `sustainable' cities. Too often policy is sidetracked by metros and the prospects of Build-Operate-Transfer (BOT) projects. This paper draws together the evidence, and suggests a balanced approach to transport policy in big cities. (A) The French title of this paper is: "Creer des villes `civilisees' : le role de la politique des transports de masse et le secteur prive".
