Abstract
In the western part of the Netherlands, during the morning peak period for travel, there is a total queue length of 40 to 140 km on the National Motorway System in the Randstad, the area enclosed by the cities of Amsterdam, Haarlem, Leiden, The Hague, Rotterdam and Utrecht. Government proposals to reduce traffic congestion include: removal of financial incentives given to some employees for private transport; introduction of a short distance bonus for those living within 5 km from work; stimulate a complete mixture of living, working and recreation in cities and towns, in order that cities can depend almost exclusively on their own facilities, thus significantly reducing the need to travel.
