Creation and updating multi-purpose digital databases of road and street networks is a challenge : a case study of Finland.

Abstract

Digital multi-purpose databases of transport networks are necessary in order to apply transport telematics and to make the whole transport system more effective. The biggest problem and challenge - when creating multi-purpose databases - is how to organise updating of databases, because there are many hundreds of partial databases owned by different organisations. A lot of promotion and education activities are needed to get the different owners of the networks to be committed to an updating process. The partner who owns the network or a part of it (a road, a street or a terminal) shall produce data into a database, update the data changes and carry financing responsibility of those activities, but can use the database freely without charge. The user needs surveys are necessary when creating a multi-purpose digital road and street database. Two accuracy levels are useful: the basic one for establishment of the database and another, an improved, more accurate one for the future. Z-co-ordinate data of road and street is necessary, especially, if the digital road and street databases will be used together with a traffic flow simulator for several purposes. The benefits of multi-purpose digital road and street databases are many sided. (A*)
