Abstract

This report is part of the AUTOFORE study. The AUTOFORE study is commissioned by the EC and deals with future options for roadworthiness enforcement in the European Union. This specific paper is the report for WP 260 and describes the views of OSHs (Other StakeHolders) on roadworthiness enforcement / roadworthiness assurance. The approach of describing the views and attitudes is done by literature research, analyzing questionnaires and conclusions based on the organizations’ field of work. Little limitations to this approach have to be made. The literature was found to be not very sufficient and the questionnaires did not reach the expected high return rate. The OSHs (Other StakeHolders) are, in this case, all interest groups other than the Regular Roadworthiness Test Organizations. The ‘interest’ is meant regarding to roadworthiness assurance, especially roadworthiness enforcement. Excluded in this report are all governmental organizations, except for the executive ones. The executive organizations are for example vehicle licensing agencies and police forces. The governmental organizations are discussed in another report.
