Abstract

The Department for Transport commissioned Accent to undertake a survey of pedal cycle helmet wearing rates with the aim of building on five previous surveys undertaken in 1994, 1996, 1999, 2002 and 2004. As in previous years, the research was an observational survey of actual pedal cycle helmet wearing rates in order to enable the Department for Transport to assess any changes over time in cycle helmet wearing rate patterns and to inform policy on the use of cycle helmets. Previous surveys for the Department for Transport have shown that cycling helmet wearing rates on major built-up roads have risen significantly from 16% in 1994 to 28% in 2004, whereas the proportion of children wearing helmets decreased from 18% in 1994 to 14% in 2004. On minor built-up roads, cycle helmet wearing rates were estimated to be about 10% in 2004. This study in 2006 sought to ascertain whether these trends have continued or whether changes have been recorded in the cycle helmet wearing rates. The specific objectives of the survey were: to ascertain cycle helmet wearing rates on major and minor built-up roads in 2006, building on previous surveys; to report differences by age, gender and other factors to help identify target groups; and to report changes in wearing rates over time by comparing results with previous surveys.
