This consultation paper has been prepared in close co-operation with members of the Cycling Liaison Group, and includes information from a wide variety of sources. Its main objective is to bring together and rationalise existing cycling design guidelines into one coherent reference document which can be used as a source of good technical advice. To achieve this objective and produce an agreed set of cycling guidelines, it is essential to develop the ideas in this paper through consultation. It is assumed that its users are working currently within organisations actively promoting cycling in various ways. The paper has chapters on: (1) the National Cycle Network; (2) planning for cyclists; (3) geometric design; (4) network links; (5) junctions and crossings; (6) traffic calming and traffic management schemes; (7) footpaths, footways and areas free from motorised traffic; (8) rural roads; (9) integration with public transport; (10) cycle parking; (11) cycle route construction and maintenance; and (12) publicity. It also includes the Cycle Audit System for Trunk Roads, which is to be applied immediately in developing all future trunk road proposals and related planning proposals in Scotland.
