Abstract

Cycling in the U.K. should be acknowledged as a serious mode of transport whose appeal is not limited to children or adults without a car. Cycling is not dangerous per se but it must be recognised that cyclists are very vulnerable in accidents. Itis very important in all new road development and traffic management schemes to plan positively for cyclists and not to make conditions worse to them. Besides the three E's- engineering, enforcement, education, the E of encouragement should be added.
