Abstract

This paper discusses a critical issue related to the data resources beingdeveloped for, and used in, the Intelligent Transportation Systems (ITS) industry. The paper introduces a "straw-man" concept for sharing ITS data.It argues that data be treated as a "public-good" rather than a private monopoly. The goal is to create a mechanism to encourage sharing of, and broad access to, current and emerging public and private sector ITS data. The paper is intended not to answer the questions but rather to foster a debate from which a framework might emerge that will accelerate the development of new and useful products based on this data. It also recognizes the need for the framework to insure that the owners/contributors/suppliers of the data are adequately compensated and that the data is widely available to more rapidly advance the development and application of ITS products and services.
