Abstract

Chapter 1 is concernes with the importance that should be attached to road safety and argues that it is even greather than the official casualty statistics and cost calculations suggest. The selected issues are then considered in the following seven chapters, each one of which ends with an attempt to bring out the institutional implications. Chapter IX sets out what we think good institutional arrangements would be, considers how the system works at present and suggests changes to make it approximate more closely to the model described.
