The Guidelines for Road Construction- Economic Efficiency Studies (RAS- W) submitted in 1986 describe a procedure for the standardized evaluation of road construction projects through project effects which can be quantified and assessed in terms of money units. The principles and procedures on which the RAS- W are based are discussed. The areas and limits of their application are pointed out, and possibilities of using these guidelines are indicated.
