Abstract

Negative experiences and immanent weaknesses of traditional planning processes prompted the development of the "Vienna model", a communication- oriented planning process which has already been implemented many times. The fundamental characteristics of this process are: (1) simultaneous rather than consecutive problem- solving, (2) an unconventionally simple organisation structure formed outside conventional authority, and the incorporation of group- dynamic findings, in particular in dealing with conflicts.
