For the purpose of the paper it seems most convenient to regard planning and policy making as an information process information is being generated, transmitted, received processed and so on by various factors in order to bring about some desirable changes in the future or at least to prevent most undesirable ones to occur. As far as human beings are involved in this process they can not help disturbing information by perceptions, or to create their own subject we reality from information signals. This should be taken into account when setting out a transportation policy.
Abstract
