Abstract

Within the suite of projects concerned with the development of the UTMC (Urban Traffic Management and Control) specification, Smith System Engineering was responsible for the data transfer aspects. This encompasses how data of different types and content is transported between sources and sinks within UTMC systems. The paper looks at the background and rationale for the development of an open standards approach urban traffic management and control system and identifies how this can benefit users and suppliers. It reviews the process by which the data transfer requirements were identified and at how these requirements were met through the specification of data transfer standards. The UTMC reference models and standards standards. The UTMC reference models and standards specified at the applications, communications network and physical levels are presented in detail. Finally, the overall approach to the data transfer aspects of the UTMC specification are summarised. The paper concludes with a discussion of how UTMC relates to broader developments, including other standardisation activities in the UK and USA. The UTMC specification provides a framework for open systems development in urban traffic management and control. Further detailed development of the specification and the standards it calls up will be based on the combined activities of authorities, suppliers, users, researchers and others getting behind the specification and taking UTMC forward.
