DATELINE : macro results and O/D matrices.

Abstract

The Common Transport Policy is confronted with challenges, including the Single Market, regulatory changes in air, water and land transport, environmental issues, safety issues and user requirements. These challenges require a pan-European, integrated multi-modal database for planning and policy decision-making. As part of the Fifth Framework Programme which itself is subordinate to the Competitive and Sustainable Growth Programme funded by the European Commission (EC), DATELINE (Design and Application of a Travel Survey for European Long-Distance Trips Based on an International Network of Expertise) is concerned with European long-distance travel behaviour. The DATELINE project presents concepts, methods and opportunities for implementing a European travel survey of long-distance mobility in all 15-member states of the European Union and Switzerland, based on an international network. In order to ensure the application of the survey design in each Member State, it had to be flexible since it had to include the specific characteristics and conditions of each country. In a first approach, this paper presents a set of basic mobility indicators that not only describe the travel behaviour in each country and in the European Union, but also allow the comparison of values between European countries and between the European average. Origin-destination (O/D) Matrices will be built, using the origins and destinations and trips, modes and purposes of journeys at NUTS1 level using a methodology developed during the MYSTIC project for the EC's 4th Framework Programme. This uses the concept of a variance estimate as an objective measure of the level of precision achieved in an O/D matrix cell. The MYSTIC project collected the main long-distance O/D datasets which exist in Europe and the DATELINE matrix will be merged with this data to improve on the level of precision for certain matrix cells. Finally modelling will be used to improve the matrix still further. NUTS1 matrices will be delivered by mode so that comparisons can be made about the origin-destination pattern of long-distance European travel by mode. For the covering abstract see ITRD E126595.
