Abstract

This study of the road safety of the state highways in the Netherlands is part of the SWOV research theme 'Strategy for a safe road infrastructure'. The analysis uses the relational database that the VIA transport research company designed for the complete Netherlands state highway network. This database contains information about accident, road, and traffic features. VIA designed the ARLI program to provide the state highway authorities with insight into the safety of certain types of state highways. It also allows them to determine the possible safety effects of infrastructural measures and/or changes in the traffic volumes. In this report, the ARLI program has been critically examined, and a number of recommendations are made to improve it. These recommendations concern two aspects of the program: the quality of the data, and the implemented safety analyses of this data. Most of this report is devoted to the presentation of two new analysis methods. The first method concerns the statistical comparison of the average accident rate figure of different types of state highways.
