Abstract

This paper discusses the tension between theory and practice of regulation of road transport by linking this to the trade-off between efficiency, effectiveness and feasibility of regulation. A number of possible regulatory instruments are qualitatively evaluated according to these criteria. Attention is paid to the trade-off between efficiency, effectiveness and feasibility of direct regulation of road transport demand, and to possible strategies for avoiding this trade-off as much as possible.
