Abstract

When designing a public transport system, distinction must be made between a total social basic system of reasonable quality and a system that can complete with the private car. A public transport system must be built up in three levels. The national, the regional and the local level. On each level the policy and priorities must be decided by the appropriate authority. The actual production must be realised by local operating firms, working in coordination with each other to prevent operational competition.
