Abstract

Stagnation in transport policy implementation is analyzed by a method for Policy Theme Analysis (PTA). It is shown how studies can be applied to prevent stagnation. PTA separates four levels of action at which policies ar e either created or executed, for instance problem conceptualization, programming, policy instrumentation and executive organization. The type of supporting studies are indicated for each level. At the moment transport policies in the Netherlands are at a stage of programming of projects and the implementation of appropriate policy instruments, such as parking restriction measurements, road pricing. It is concluded that these studies have to move simultaneously from research into transport system behaviour as such, towards studies of distributive effects of projects and instruments to the various interest groups. As this is not performed yet, implementation may suffer from delay in implementing of thorough solutions whose impacts have not been studied well enough and therefore opposition is created.
