De-bottlenecking developing cities : the problem of road network governance.

Abstract

Municipal and national governments in many large cities in Sub-Saharan Africa have during the past two decades convincingly demonstrated that they could not address urban transportation problems in an effective way. This paper gives a description of the Dar es Salaam (Tanzania) case. The paper recommends trying a completely different model of urban road network governance, to see if dual governance can bring better results. The paper considers how the two parties involved, local government and a separate non-government organization, interact, activate and control each other. The French title of the paper is: "Dénouement d'agglomérations urbaines en développement : comment gérer le réseau routier".
