Abstract

Traffic behaviour is multilateral and can be partly considered as well deliberated behaviour selection, and for another part as automatisms or customs. The traffic regulations are also multilateral as regards the behaviour that is prescribed, the accuracy by which that happens and its meaning. Therefore it is very difficult to make pronouncements about the working of the traffic regulations. The new Dutch traffic regulations do not differ much from the old ones. A choice is made to have less vague and less too simple rules. A second main problem is the lack o agreement and attuning between the responsible organisations, as police, justice, driver trainers and highway administrators.
