The relevance and feasibility of the theoretical first-best concept of congestion-pricing is analyzed. An overview is given of potential problems that have an impact on the feasibility of the congestion-pricing concept. Attention is paid to the difficulties in modelling individual choice behaviour in a congestion-pricing context. (A)
