Abstract

The traffic and transportation streams in the Rotterdam region grows fast. The solution to this problem in the Rotterdam region is called the "Select System". It aims at the partly exclusive use by the essential traffic of the road infrastructure (the so called "policy aimed at target traffic groups"). The target group consists of: road haulage, commercial passenger traffic, buses, carpoolers and the emergency services. This target group cannot be realised in practice. A target group consisting of road haulage, buses and the emergency services can be realised in practice. (A)
