Abstract

Highway location appraisal reports are usually bulky and very detailed. The ultimate goal of all this information is to provide a better basis for decisions. But what does the reader (decision-taker, citizen) actually do with it and to what extent is the final preference influenced by the information provided? This paper describes an experiment in which the changes in preference and the arguments for them are recorded under influence of "increasing" information.
