Abstract

The layout of a network of main routes within a city is often based on the traffic load, the history, and minimum cost of implementation. It would be better if this work was done from another point of view namely; environment, welfare and equal distribution of money. Yet the result is that in many cases the problems caused by traffic are not equally split over the community.
