Abstract

In this article it is argued that normative choices are implicit in the development of the transportation system from the outset and that it is accordingly feasible after all to plot a desirable direction for future development. Accessibility, rather than individual freedom of movement (important as that is) is considered as the choice guideline for the development of the transportation system. It is described why and how mobility should be regulated.
