The development of the 'APPLICATOR' takes place in a number of phases. In order to come to functional specifications of the 'APPLICATOR' (See C 1656), a great number of subjects have been studied in the research phase. This report contains the results of research laid down in the form of separate working notes. These notes concern: (1) the development of the 'APPLICATOR' as part of the New Regional Model (NRM); (2) consultation of future users of the 'APPLICATOR'; (3) adjustment to the other NRM parts: BASMAT (BASisMATrices), Growth model and Evaluation module; (4) a procedure indicating how the lack of a basis of reference matrices is dealt with. However, it was decided that this procedure will ot be a part of the 'APPLICATOR'; (5) the relationship between the 'APPLICATOR' and the TRIPS software; (6) trips and journeys, and time of day; (7) an overview of how certain policy measures can be calculated using the 'APPLICATOR. These are divided into: a) social-economic measures; b) generic measures, for instance car costs; c) infrastructural measures; d) parking; e) journey time and changes in costs; and f) freight traffic; (8) data management and GIS (Geographic Information System); and (9) the confrontation of user wishes formulated in working note 2 with the elaboration of the 'APPLICATOR' described in other working notes.
